It’s near impossible to get out of the District on land—so instead of building towers by the walls in the District, the Capitol built the watchtowers in the ocean every five hundred yards in a neat semi-circle about ten miles out into the ocean. It's fun to roam around inside them-- they're bigger than expected! Most of the District Four Peacekeepers are spread thin, and don't really care what you do inside them as long as you don't mess around with the equipment.
