District Nine, like District Seven, is almost swallowed by the endless bounty of woods and mountains that surround it. The city appears to be the most lax by far, with no walls surrounding the town-- but in reality, it's quite not. There are several watchtowers that are scattered through the forest that reign a hundred or so feet above the treetops.
